Interesting video with a lot of parallels. I'm berthed adjacent to the Royal Cape Yacht Club & at the beginning of the year, an otter was climbing onto the tyre fender amidships to get onto the Quay. From what I can see of your Uber drivers arrest, I also had an Uber driver arrested at exactly the same spot, around the same time. A traffic officer then drove me to my destination in the harbour, using the Uber vehicle.
