Why Josh's build isn't that bad. #1. It is letting him explore different weapons and playstyles. Able to swap from explosives, to guns, to energy weapons, without the worry of 'wasting points'. #2. it is naturally teaching him about magazines and consumables. He hits a skill check and instinctively checks for a mag. (And immediately recognized the broken 'comprehension' perk.) #3. He went 10 luck from the start. Luck effects every state by a minimal amount, BUT boosts your crit to absurd levels. Crit is king in New Vegas, he'll never fall behind damage wise, no matter the weapon or the weapons skill level. It seems like a pretty perfect 'First Playthrough' build, get to dip your toe in everything. Learn what you like and what you don't. Learn the games consumables.
Yeah, there's nothing wrong with it, really. It makes getting certain perks and passing some dialogue skill checks more difficult, but it ultimately doesn't make a difference. With above-average INT, Educated, Comprehension, and the Skilled trait, it's possible to get all 13 skills to 100% by finding enough skill books.
Only thing he’s really missing out on with his build is the loot you can get from science and lockpicking skill checks because they are usually higher level than he’s at. Other than that, not so bad.
10 luck is also easy near infinite caps if you play blackjack at the strip, only takes a few minutes to get kicked out, you can then buy all the augments at the clinic and whatever you want for weapons.
It's a running joke, but there really isn't anything wrong with it. With the Skilled trait, Educated, Comprehension, and high INT, getting all skills to 100 by level 30 or 40 is possible by finding enough skill books. I'm doing a New Vegas playthrough now, and even with INT 8, most of my skills are in the 85 to 95 range at character level 19.

Hard Luck Blues is probably one of the worst quests in FNV as far as I'm concerned. I don't think I ever discovered it "properly", in an organic way. I never spoke to farmers who had water troubles first. Because even when I went to their location, I couldn't meet the quest givers without specifically looking for them. It also feels very weird that you're expected to believe that the people that sent the message are still alive and even if ghoulified, haven't turned feral. Vault looks absolutely destroyed and like it was abandoned decades ago. Yet somehow, a group of people survived perfectly fine somewhere in the vault. Its like it was added at the very last minute, which is believable, considering how quickly the game was made. Still, seeing the way Josh handled it, I don't think I'll keep watching him play much longer. I get the RP and having to entertain the viewers, but absolute lack of attention and care for story is not something I like to or expect to see. But FGS, not picking up free money? Using borderline broken weapons while carrying duplicates, selling ammo for weapons he uses without checking if the vendor even has any money left, and not noticing that he has a free room in Novac where he could, I dunno, stash stuff, or sleep off his frequently untended health issues, for example, just breaks my brain occasionally.
