Today I am writing these comments at 04.22 in the morning. It’s cold but I can’t stop myself for writing.
I have tears in my eyes and it gives me goosebumps when I listen to this story of the success of the nal se jal scheme! Something is working in my otherwise chaotic country! Some change is coming in the lives of the unreported millions who live in the rural hinterlands! The ladies are being relieved of the drudgery of fetching potable water from distant sources! It’s a miracle! A change is happening on the ground for anybody to see and check!
Believe me ……if the nal se jal scheme can deliver what it promises….. the 2024 elections are already in Modijis bag! The silent majority will speak when it matters and deliver the gaddi to those who deliver!

I am from rural Muzaffarpur (Bihar) and it's indeed true that the most part of the rural area is now being provided with tap water. However, the whole project is marred with corruption as one would expect; even though the work has been largely executed through Panchayti Raj Institutions.
One of the reasons that Bihar has done well on this count is because the State govt had already started the same scheme under the ambitious project of Mr Nitish Kumar "Saat Nischay-1". Therefore, when it was reinforced with Central government support since 2019, by and large it worked well and is on the verge of universal coverage.

@@omnicurious2949 Goals of tap water & full household water connectivity have always been there. What govt falters at is realising how poor its own policy objectives ,missed targets and processes are. Often policies are introduced for the sake of introducing new policies. Effort in that book in 2009 has been to highlight those positives as well as flaws & suggest in the case of Maharashtra and its different areas. Just see another example : govt started with IRDP from 1980 went upto 2000 . Like a mad dog drained 1000s of crores into the scheme(like giving loans to poor people without education & monitoring) and in the end turned out all that had been lost - only 16% of the target population ever made an effort to come out of poverty . @ Indeed. The sort of socialism that has been there for the last 70 years is elitist - with the bureaucratic elite having near the monopoly of advice, squarely even of implementation & what not. The leadership hardly bothered about collaboration with the people & almost all talk of citizen-centric administration remain on the Planning Commission papers. Also, an information system was just too poor(an example I just gave for another scheme in @Omni Curious reply & many more) . Some sort of an effort(with results on the ground) is happening since 2014 to correct them & COVID just doubled those efforts . We can see a good multi-stakeholder collaboration & better information systems just like the ones Shekhar described above..

Few years back, in my village in Maharashtra, people (especially young girls) used to go near the river to fetch drinking water. The river used to dry up during summer and I think the water used to be stagnant. Also the villagers used to wash their clothes nearby. This was definitely one of the reasons for many diseases. But now EVERY HOUSE IN THE VILLAGE has access to piped drinking water and this has drastically changed the lives of people there, especially young girls who now can go to school instead of staying at home to fill water from far away places.
I am so glad to see these changes maybe small on charts and graphs but they are playing a huge role in poor people's lives. May the government keep up the good work. It's a pity that people in urban India do not choose to notice the good but constantly keep fixating on unnecessary things that matter little.

The reason of poor UP performance is not that they don't want to focus when both center and state was BJP but fact that there was really not enough water to distribute to home when farmers didn't have much and farming was priority for water distribution than home.
From 1978 to 2017, it took 40 years to do 50% of Sarayu Canal. past two years and now 100% complete, water is flowing to thousands of villages and tens of thousands of farmers.
Next is Water to every home.
Please note when Yogi Ji took this state, coffer were empty and was called bimaru state.
Now highways, electricity, water Canal and airport are being built, 2014, UP will achieve it target 🎯 date.

In Bihar, Govt has really spent a lot of money on water resources including cleaning of reservoirs/lakes and having tap water in every rural household. But there is also some flipsides to it. In some of the districts of Bihar which gets submerged in water during flooding, they deploy very poor quality of pipes and other infrastructure (hence corruption) and during floods, everything gets destroyed (easy escape from the corruption) and they will build it again next year (more corruption). This is one scheme, where at one hand, we are definitely having some progress and but at the other hand, opens door for corruption (that could also be one of the reasons of such a widespread coverage).
I believe Bihar needs to spend more money on other social issues (Centre can encourage it) like human resource development, infrastructure like better schools, colleges, universities, hospitals and more business/entrepreneurship friendly support/incentives, rather than spending it on water as ground water is readily available in almost every village of Bihar. Clean water is also extremely important but it should be seen in terms of collective development.

    SG Sir and team ThePrint,
The success of Bihar in terms of tap water connection is also bcz of Nitish Kumar's "Saat Nishchay Programme" (one of which is tap water connection to every household) rolled much before Jal Jivan mission. With Jal Jivan Missions, the constraints of finances was also resolved.
With Bihar state elections due in Nov 2020, Nitish Kumar worked on a mission mode...for the success of this scheme. Every district administration were given quantifiable targets to b achieved bfr election.
However in many rural areas, with incompetent PRIs, the suppy of water has stopped, or even hv never started at all. But yes, the infrastructure remains in place.

My village in Tamilnadu (TN), which is 300 KM far from Chennai and 200 KM far from Coimbatore had tap water 30 years ago. We use to get water alternate days. The source of water was from local borewell, apparently dried after 5 years. Later sourced water from nearest kaveri basin was good for a few years. Now , infra is there but no water. Currently , people in village are economically doing well so they are able to buy water from tankers again in is borewell and some wealth in village have private borewell. Starting to drying up. Ground water level are so low and near by water bodies are dried. there are lakes around and all are dried.
Looking up the district wise chart in your video, TN, the 2019 and 2021 chart show mid part of TN which Madurai, Theni, Ramanathapuram district are not in blue. Historically and geographically those are driest districts in TN. Ramanathapuram is know as "Thanni iella kadu" literal meaning "no water driest land". They were getting some amount of water from Mullai periyar Dam. After decreasing the limit , it is hard to get any water in the Ramanathapuram district. It required ground breaking plan to get source of water in next 10 years. Laying pipelines, building water tanks and installing tap in street alone not going to help. Those infra already in place which required source of water. Ground water is not option. From your, video that Telungana shows blue , is that mean there is infra and water is flowing in tap? or just tap been installed using the fund and temp waterbody will dry after two years like my village.
Historically, In TN, people always think or made to think that any water related infra works are state funded and implemented by state government. There could be fund from union government but never highlighted by state representative of ruling party of union government which includes BJP. This name (Nal se Jal) itself never heard in TN giving poetic Tamil name may help to publishing. Atlest it gives some publicity. The swachh bharat heard most in TN.
Nevertheless, In TN and many states looks really invest time, effort and money in water body improvement program. Just for your information, a 1100 year old man made water tank en.wikipedia.org/wiki/Veeranam_Lake (Veeranam) still major source of water to Chennai built by Chola. The king mentioned in his scription that I will do pooja to his leg if anyone who maintain and save this waterbodies. Note, he did not mention that he going to punish if someone going to damage. Still tank give water to public.

    1) How far southern states developed when compare to other parts of India
2)How Congress government failed in these initiatives though they had many other good initiatives
3)Small low hanging fruits like tap water scheme make a big difference to poor Indians and definitely Modi will very good policy benefit out of it.
