By default Windows 8\10\11 does not allow you to enter into safe mode by pressing F8 You have to use bcdedit to modify the bootmenu and enable legacy mode to enable F8 Core 2 objectives to not cover this, therefore this type of question will not appear as on the A+ exam. 😊

I think because the question was more about file security and low-power state, in hibernation your system is more secure vs sleep mode.
