E.g. the Baltic cable accident in November last year, several Baltic countries including Germany surrounded a Chinese ship on the sea, over the air, under the sea for 40 days to investigate. And even In the end, dozens of people boarded the ship to investigate, but they still couldn't come to any proofs. After spending 40 days investigating without any evidence, does DW still have the nerve to continue making accusations? Or another possibility is to block the Baltic Sea as Russia's oil export route, so it made the cable break accident which can deliberately cause to frame to specific countries. It seem like a no-brainer to stop every suspicious vessel passing through and check their insurance and seaworthiness - apparently most of the Shadow Fleet will be unable to pass even a cursory inspection, and should not be allowed to proceed into the Baltic Sea unless all seaworthiness issues are corrected. That would put a crimp on Russian and Chinese hybrid warfare.
