    To anyone who is lost:
    The single hole outside of the red ring (in the blue area of the board) does not relate to or need to line up with the hole for the height adjustment crank on your router base in any way.
    (You will need to drill your own totally separate hole in the blue area of the board for the height adjustment crank.)
    &
    The two holes on the red ring do not need to line up with any similar spaces holes on your router base.
    The holes on the red ring are only there so you can stick a tool in them to twist and take the ring out. Nothing more.
    They arent related to screws or your router base in any way, so dont worry about lining other holes on your router base up with them.
    Besides the hole that you need to drill for your height adjustment crank, the only other holes you will need to drill in the blue area of the board are the ones that you will slip screws through in order to miunt the router to the bottom of the blue plate

    Since the machine screws that hold the sub-base is a certain size, does the countersink bit have to be a certain size too?

    This "precision" placement looks very approximative! If you just put the largest router bit you have - or, if it's not large enough, just use a cork, a piece of round wood or plastic - on the router clamp, then you can place the taped base more precisely centered and it won't be necessary to move it again once you turn it over.

    Would be easier to just make a photocopy of your router base, then find the center of that circle. (search for how to do it using a carpenter square) Then tape the photocopy to the insert plate and drill through the paper.

      It's better to spray a light tack coat of contact cement for the template instead of tape.
