I had same issue. If you find your account user controls and change the settings from always notify to never notify, you should be able to use this method

You have a bad disk drive! I had the same issue until I replaced my disk drive.

It worked, to a point. Now my windows installation is stuck at Toshiba Flash Cards Support Utility. The screen says “Please Wait…
Finishing the installation may take several minutes
Please do not interrupt or shut down the computer”
It’s been stuck at this point for over an hour.
