You should buy all the offered items from one of the pot noble merchant to get the truly precious bait from them. Whichever bait you choose to feed the fish, the corresponding merchant would change into a carp and will offer some bonus items while the other one dies and its inventory gets shifted to the remaining pot merchant.

The fish chose violence. The only downside of killing the fish is that the carp attendant also dies afterwards.

After obtaining the item from the body of the fish you can give it to the feeding attendant to finish his questline and get a reward.
