One thing, deep hydrofoils are more effective in lifting, do to an thing similar to a reverse "ground effect" where flying close to the surface generates less lift. Your cargo boat might work if you just put the big wing deeper.
The speedboat is a planing hull, designed to run on top of the water, so it already lifts itself out of the box. The tugboat is a displacement hull, which is designed to send water out to the sides instead of riding on top. That's going to make the tug a LOT harder to get out of the water!
if you really want a challenge try hydrofoil sailing catamarans as in the Americas Cup and they got up to speeds that to crew on them you needed spine protection to stop from braking your back if you went over the side

Many of the refrences he looked at are faster than those. Just a hydrofoil passenger ship like the boeing jetfoil will go 50 knots. Something like the "problem child" hydrofoil can go 200 knots and more.

Nikko made a Hydrofoil in the 1990's, and I bought one on eBay with intentions of adding a brushless motor. It vibrated so bad, that it shook apart. But I don't have the skills you have, I know you could have made it work.
In concern to the tug boat foil design... due to the tug boat being a displacement hull it will take much more time, and speed for the hilly to generate lift because the hull is pushing so much water out of the way. Not to say it’s impossible, but it sure is much harder than the planning hull!

Hello Peter, if you are looking for the ultimate hydrofoil+Airfoil, check the work of Luc Armant "L'aile d'eau". Even if you don't speak french at all images, graphs and maths should inspire you. Actually the current experiments for sail speed records are kind of Aile d'eau family project, Sail Rocket, SP80 Antoine Albeau, ..) . One leefoil, one sail (ideally a kite either rigid or soft), one line. A pilot in between, human or I.A. It looks quite obvious on the paper, it should work, it does, but there's a lot of practical things to set and solve. There's a free PDF somewhere on sailing forums. But these is the best meeting of aircraft and boating, a kind of Graal. You may appreciate the challenge. I guess the solution is a mix of theory work and pragmatism.

Small shuttle planes could take up ballast an remove ballast as needed. Flexible solar panels an modern batteries could be a game changer. I wish there where wing - blimps to replace helicopters for marine rescues,how many life could be saved with a aircraft that could stay way longer rescuing people. Of course it would need torpedo style anchors to keep it in location.

Run a small electric current from the front foil to the back foil and it will form Exclusion Zone EZ water under the boat between the foils that will create a plane of EZ water that the boat can ride on. It has very little resistance to flow.
that hydrofoil you bolted to the tugboat is hilariously overkill. That exact foil is used on Waszp sailboats, and is capable of lifting a whole boat and its sailor out of the water

Love to see a semi-scale Ekranoplan build! How about combining the EDF _and_ that water thruster on your tug? Yeah, you'd add weight but the additional thrust _might_ counter the added fat.
Make a ground effect craft that you can ride on. Maybe use Home Depot foam board insulation and with a single layer of fiberglass to keep it light yet relatively strong for the lifting surface/fuselage. For propulsion possibly a Harbor Freight Predator motor along with a large scale RC airplane or ultralight prop... come on Peter do it!!
Out of curiosity with your water based builds have you ever considered adding those devices for keys that auto deploy airbags when it sinks to a certain depth? Could make testing a little easier without having to worry so much, no clue if its cost effective or effective at all but its an idea
Great idea! A co2 cartridge and a nitrile balloon or surgical glove would work for flotation.. Just add an electric water trigger and valve for the co2. ;D

Blimps are slow, delicate, and don't maneuver very well.
