  • As you’re exploring The Commonwealth Wasteland you may get the feeling that you’re being watched, but you’re completely alone, there’s no one there and while that feeling of being watched subsides it never fully goes away and that’s how many people in The Commonwealth feel - that there’s always someone watching. The Institute, The Commonwealth Boogey Man, appears to be the go to culprit and they do have eyes and ears all over the place through synthetic humans, Institute spies almost indistinguishable from the person they pretend to be and if not for the synth chip on their person you might never have known the face in front of you was false. But The Institutes ability to watch others goes far beyond synthetic humans.
    Watcher initiative testing log, entry six. Acting Director Justin Ayo speaking. We've concluded the third round of surface testing, and the results are promising. We're receiving valuable data across a broad spectrum and in real-time. With the improved monitoring, I'm confident we'll be able to expand our operations on the surface. I intend to request additional units from Robotics for immediate deployment in Diamond City. End log entry.

    If you attack the crows with a knife. You’ll get the sound effect of hitting something metallic( like cars, power armor, etc.) instead of the flesh stab sound.

    Honestly if the Institute wants to spy on me by sending me a small little cat to just chill with me for the rest of my life in the wasteland I wouldn't even be mad.

      The CIA has admitted to doing this in the 60s in what they called acoustic kitty. It wasn't very successful because after they installed the microphone in its ear and an antenna in its tail, it got hit by a car crossing the street to the Soviet embassy. The funny thing is they never bring up attempting this on dogs, which seems like a natural progression to such a sick experiment, but also makes me wonder if they were successful given most dogs inherent obedience.

      ​@@placer7412 I like how there's repeated evidence of social media platforms collecting our data and not only selling it to advertisers but the government as well, to the point they use our microphones to listen to things (hence why when you mention a product irl suddenly you'll have advertising for it), that even multiple government bodies have admitted to collecting our data and that it's just a matter of time until they have the technology to interpret that amount of data but y'all are still like: "nah, it's not real. It's not happening". 🥴

      In fact: ALL crows are spying - they're the so called: "Watchers"!
      The program is called the "Watcher Initiative" !!
      We have a lotta proof:
      Why is every animal mutated, except crows??
      Why you get no XP when you shoot them?
      Why they completely explode when you shoot them? Like with the Bloody Mess perk? = no proof. Same reason with:
      Why Crows cannot be disintegrated with energy weapons? Or:
      Why you can't aim at them with V.A.T.S. or seen on the compass? = no proof
      Why you can find them only around you or/and crowded places?
      The more crows, the more important. Like for example around Diamond City.
      We've proof:
      Like i said l, at this point it's pretty much official lore for us.
      And even in-game, a lotta ppl and factions know that. I'm sure the Railroad and Minuteman know 100%.
      I guess the Brotherhood knows too.

      We see it at the spy monitors, that it HAVE to be crows. Cuz there aren't any cameras at all!
      Ppl openly talk about it;
      Ronnie Shaw: "We've seen a lot of those Institute crow-things sniffing around. Looks like they're getting ready to try to take us out."
      Deacon: "You see those little raven bastards (he calls them ravens), - they could be Watchers. Reporting everything back to the mother ship. So, the Institute wasn't content with just creating synth people. Oh no, they have synth birds, too. Or wherever the Institute's hiding. So smile for the pretty birdies." 😉

      "At one point I was thinking the spy crows were hiding in the packs of real crows so I made one red eyed and impossible to kill. In the end the idea was that all crows were WATCHERS, so we didn’t need to have a second type."

      Alana Secord: "Oh, yes. Uhh... Watchers have not shown any additional threats at this time. We're still monitoring increased activity around Fort Independence, though there's no immediate cause for concern. Boston International Airport remains occupied, and Brotherhood presence has been noted at several other locations. And, uhh... Despite a lack of concrete evidence, we have reason to believe that the "Railroad" continues to operate within the Commonwealth. Personally I suspect they're becoming more ambitious, but I can't confirm that at this time. For now, we have assets monitoring all known situations."

      I'm pretty sure that they're put all over by raider gangs.

      From what we can tell, the Institute’s reach is fairly localized. They are pretty much stuck in the Commonwealth, with a bit of reach into the Capital Wasteland. From what we can tell, that’s pretty much as far as they reach. I guess crows are just everywhere in the post-apocalypse, and that is why the Institute picked them to be their drones.

      In some ways I agree. However dogs, especially hunter/warrior breeds like Alsatians, would be very valuable in a dystopian world like this. Them being the only one is actually the inconsistency there.
      I think Diamond City Security should have had them as descendants of K-9 units from Boston PD. It makes sense for BoS and the Enclave to not use them due to their technological superiority and augmenting their capabilities with robots. The Minutemen likely did use them being quite limited and lacking tech, however we don’t see that because they’re still rebuilding.
      So yeah it’d be cool if Dogmeat is a synth, as I love the idea of an immortal Shaun roaming the new world with his immortal doggo! But it’s also more likely he’s just a good boy like the other dogs in the series.

      ​@@TheMelancholicWriterI mean, it's not like Dogmeat is the only dog in the entire fallout franchise though. Dogs appear in other games, but they look like wasteland dogs. Raggedy scavengers in poor shape. Dogmeat is just pristine when he shouldn't be. He should be dirty, mangy, gross but he's very well taken care of, despite the fact most people can't even take care of themselves.

      ​@@TheMelancholicWriter I disagree on the BOS thing here. Dogs make excellent spotting companions, far cheaper and common than working robots, and just as effective too. The BOS in the East for sure has used dogs, and so did the NCR.

      @@DrownInLysergic I dunno why people keep thinking dogmeat is a synth just saying. Originally he's an Australian cattle dog/ blue heeler from the original 90's Fallout. That's a direct nod to Mad Max's dog, the original dev's said. Also dogmeat was same breed in F3 when you find him in the junkyard. He's a healthy looking pure bred there too. He definitely wasn't a synth then either. If he's killed in computer commands in F4 , he doesn't drop a synth component.
      Even in F4 there's a wandering dog breeder called Greg I think. Sells healthy looking pure breeds too. Not every dog in Fallout world is a mutated mongrel.

    Pam likely discovered the watchers when correlating data, picking up on agents mentioning an abundance or increase in the number of crows around institute projects (DC mayor) and major operations (castle) leading to that conclusion. Ronnie is the oldest native military commander in the commonwealth, over her years as a minute man she would have slowly picked up overtime as she originally if not even by the time of Fallout 4 considering it partially coincidental.
    Ronnie and Pam were the only ones to realize the connection as they were the only ones with access to the necessary statistical data, Pam through dozens if not hundreds of agents and Ronnie through years of situations where she could encounter institute operations in the commonwealth without knowing it.

      I think another way Ronnie or other wasters could find out is by shooting crows as a source of food then finding out they have synth components. Honestly I'm surprised they are still such a hidden aspect of the institute throughout the wasteland.

    Dog meat a synth? Think about it, only friendly dog that just happens to be outside of the vault that you were in and is the most obvious path you will take out of sanctuary. Not to mention he is the only German shepherd to appear in the game

      Not true, through a random encounter you can meet a guy who has dogs for sale (Rottweiler I believe) been a while since I played so I can't remember if he will sell you the dog or keep it.

    I recently started a new fallout 4 campaign and I was really noticing the birds this time around, I just got the sense that they were following me. It was like time I turned down a street a flurry of crows flew away. At first I just chalked it up to Bethesda demoing a new ai mechanic but I love that there's an actual lore reason there are crows everywhere.

      Exactly. Even the seaguls you can often find in the coastal areas of the map have noticeable mutations and sores throughout their bodies.

      Some dogs like Rottweiler's were also natural and unaffected by radiation. I had the same logic as you but these Rottweiler's seem to suggest some dogs were unaffected by the fallout.

      The birds did mutate, just not as drastically as other animals. Crows and gulls are already extremely adaptable and widespread to begin with, so they wouldn't need to change much to survive the post-war world

    Don't forget that Dogmeat is also a very special synth watcher, likely specifically designed and programed by your son Father.
    Honestly, it just makes much more sense if he is your own special, dedicated, synth watcher. Immune to radiation. A perfectly healthy dog, beyond rare already, but out of everyone he came out of hiding and approached only you and INSTANTLY bonded permanently and took direction PERFECLY (well Bethesda "perfectly") IMMEDIATELY, because he's obviously been programmed to follow your orders, protect and monitor you for Sean.
    No dog would be that trusting if it has lived a real life out there for the years it would take to reach his apparent age. Add to that the fact there is a "watcher" station overlooking the Red Rocket truck stop, much like the Railroad watch station at Vault 111, but very noticeably missing any railroad markings so it is not the Railroad's. Since dogmeat comes out to meet you before you can get solid eyes on the station, whomever was verifying contact likely already teleported away. You could even turn Dogmeat's exploring & retrieving bugs into explained, believable FEATURES. How could Dogmeat get passed a Master level lock and grab the Cryolator or other items in locked containers and return them to you (yes I know it's long patched)? Obviously his Institute design was prepared for contingencies that may be needed, such as systems & equipment to bypass them. See? No patch was necessary, just a better theory.
    Honestly, though, the most satisfying argument for me that Dogmeat is your personal institute mic, camera, monitor & reporter has to do with Sean's seemingly laissez-faire attitude towards you. Taken at face value, Sean apparently ordered you released from Vault 111 and sent out into the wastes with no guidance, information, or supplies and made no attempt to contact or significantly help you, yet simultaneously wanted you to find the Institute FAST, before he dies, so that you can succeed him. That always made ZERO sense to me.
    The Institute is supposed to be a scientific society. Even if Sean felt it necessary for you to prove yourself and your capabilities to the other members by being able to reach the Institute with no assistance, he still needs PROOF and a record of what you had done and accomplished on the way there. Bird watchers are obviously a great choice for large scale passive monitoring, but they obviously have their limitations too. So, after successfully releasing all those synth cat watchers to augment the birds' coverage area limitations, what would be an obvious choice for a higher spec, better equipped, bigger and stronger synth watcher AND companion-protector meant for long-term active monitoring of a high value target? Is there any other choice BUT a dog for something like that? I think it is far more likely that Sean feigned disinterest and passed his decision to free you off as nothing but a whim. But, he knew he was dying and wanted you to succeed him. He also knew no one in the Institute would accept that decision (ESPECIALLY if you are actually a synth too). He sent Dogmeat to help and protect you while also recording the evidence he needed to get his decision accepted...by MOST people.
    Lastly (this really got out of hand lol) if you consider the theory that the Sole Survivor is also a special synth replacement, it only strengthens the Dogmeat synth watcher theory. You don't conduct an experiment just to see what happens, you want to see if it behaves and operates as expected or not. Since the experiment requires no contact, initial info, etc. so as to not influence his behavior you want your protector/monitor meeting and staying with them as soon as they pass the starting line which is precisely what happens.

      There is a hole in that theory. Dogmeat is well known to others in the wasteland, well enough that even if you haven't met him yet Nick valentine will call for him to track Kellog.
      It would seem odd for a watcher designed specifically for the player has such a significant past interacting with others in the commonwealth.

    I just finished the main plot. Ended with brotherhood (no quests they just ignore me), railroad (quests and shit) and minuteman alive. There's anyone watching me anymore. And i still have automatron and far harbor to complete along with a lot of commonwealth quests. Lvl 81 4d 1H save

    Am I the only one who instantly thought the crows were synthetic? I mean have you seen their movement? They are either synth birds with animatronic head movements or Todd had 1 dev animate a bird in less then a minute as a last minute plug in.

    I found a chunk of flesh in an abandoned wing of some Institute location, probably CIT. It was labeled "Cat Meat", and I always see cats in ideal intel gathering locations such as the one on the Prydwen, so this theory seems very plausible.

    The main reason it doesn't make sense, especially in the wasteland, is that healthy looking crows would be something a lot of people hunt.. and all it would take is one synth crow to be killed, and dissected for people to realize it was synth, and the whole cover to be blown

    Someone commented under one of your videos (Fallout 3 related if I'm not mistaking) that when some NPC's talk to each other they say this: "did you notice, all animals it the wasteland mutated except the birds".
    Maybe it's old news, but I remembered it for some reason :)

    Dog meat is a synth, he’s the best looking dog in the entire game. Like freakishly clean. He’s insanely smart and useful, and the player finds him directly outside the starting area.

    There’s a bioscience terminal with an entry titled “Synth Zoological Initiative Phase 2” which states: “…We’ve engineered creatures that inhabit the sky and the land…” meaning the crows for the sky and atleast the gorillas for the land.

    Could you do an episode on the cats of fallout? I was very surprised to see them in Fallout 4 and 76, especially in their largely un-mutated forms. Also what did he mean by “(cats) previously thought to be extinct“ ?

      There’s a quote from a previous game where a character who seems to be really knowledgeable saying that cats went extinct. I think it’s mr house in new Vegas

    The Institute pretty much confirms this theory. In a meeting SRB head itself mentions "Watchers" or similar and the camera monitors fit positions crows are usually in. Still or in general a cool thing to add.

    regarding why crows were chosen: - Crows are as smart as a 7yo human child. they can be trained to do an array of tasks. Corvids are amazing animals, and even if they are flying spy cameras.. I still enjoy having them around.

    To add on to this, I’ve heard the theory that Dogmeat is a synth. He’s immune to radiation, is healthier than any other dog in the game, is trained to listen to the sole survivor, and is found in a location that the sole survivor is almost guaranteed to pass when leaving vault 111 and sanctuary. As far as I know, there’s nothing that proves this theory in game, but he could be a watcher specifically intended to keep an eye on the sole survivor.

      Dogmeat is just Dogmeat. An ever faithful friend of Fallout players, earned by the actions of people playing Fallout 1 who desperately did everything in their power to keep their lil furry friend alive through the hardest part of the game by locking him in rooms during combat.
      Making him a synth for this game feels a bit like spitting on that legacy. The good boy deserves better imo :)

      @@awesometechguy1706 There’s two mods to fix it for modern systems. Fixit and the unofficial patch. Fixit adds some extra content to the base game so unofficial patch can be better for a more vanilla experience

    There's viewscreens in the Institute (can't remember where) that show proof of synth birds being used for spying.
    And best of all, it isn't cut content, therefore it's canon.

    Probably the smartest thing the Institute could do would be to introduce cats as Watchers, then let slip that birds are Institute spies. They can sit back and sip coffee as every powerful person in the Commonwealth surrounds themselves with an army of cats to hunt the birds.

    the institute synth watchers always reminded me of "Acoustic Kitty" a CIA experiment that intended to use cats to remotely spy on soviets during the cold war, project cancelled 1967 and disclosed in 2001, so public knowledge well before fallout 4 development. though likely just a coincidence in reality.

    The issue with having Watcher cats would be that they get closer to humans. It would only take one accident for people to discover that the cat is a synth, so much easier than with birds.

    Speaking of The Institute. I'm playing Fallout 3 right now and I'm on the Alien spaceship. I was using a Teleportation matrix and couldn't help but wonder if The Institute had somehow gotten their hands on Alien technology. I mean Synths are one thing but teleportation is leaps and bounds more sophisticated and has to be precise.
