Why should she pray it's random and not targeted? Random means there are ppl driving around shooting random houses for unknown reasons. That's scarier than a targeted shooting

They don't give a damn about that. Watch the movie "Speed." That's how they are. They only want to "bring 'hard hitting news'" even if it helps the bad guys. The bomber, played by Dennis Hopper, was able to keep his hostage crisis going by simply watching news footage live.

Lots of good security cameras around to pick up the plate. Very few people out at 3:20am, so police could use geo-fencing to figure out what smartphones were in the area.

Since the departments no longer have proactive policing - where they used to park cop cars at select locations to monitor neighborhoods, this is a natural escalation from the street racing.

They need to install an Early warning system tag readers and vehicles. Try something. They need to get in the streets and get information to know what Area the vehicle's. Possibly squatters or family members fighting.
