Don't know why but games have always been like that with these "superior" forms. It feels like their humanoid forms are scarier and more aggressive or some shit+ harder to play against. Then they transform and they become this kind of sluggish enemy that barely moves and have very predictable moves.
That's because he was in his prime during the hangar. When he fused with Uroboros he became stronger however he was still weakened by the double overdose of the serum, and therefore he was still weaker than his prime and also that slowed down his bond with Uroboros, he got slow however he became tankier, the bad part is since the Uroboros in him was raw since it hadn't bond with him yet he developed his weak spots from which he takes a lot of damage. To me it makes sense that the fight in the hangar is harder than the fight in the volcano
Gotta love how much fear Wesker can instill in many players by his maneuverability alone, I always love fighting him, no idea why, I just find it fun XD
