Done this on a busa that broke a chain. I just ground the new seal down to fit inside the recess and epoxy welded it over the original seal. Worked. A steady hand is needed and take your time.

Is the push rod supposed to be spinning or does it just do an in and out function?

Bro I am having this problem currently it doesn’t look like you have the spring on the new seal so I fit the washer around the spring or ?

It's difficult to see but the small spring is on the new seal
