The pres areas were designed to be really flexible - next to Con was the gallery, the mixer in the gallery had access to all of the sources on the mixer in Con, and there was a position where an announcer could sit using a lip mic. So in this clip, I suspect that the announcer was in the gallery on the lip mic.
Where was the announcer just prior to CBBC starting, there's no way there was time during that opening for him and Andi to swap seats! Could have been pre-recorded I guess but seems a lot of effort to go to when it was mostly live back then...
