Along with the waterproof bandage tape, I actually keep a roll of electrical tape in my kayak for that purpose. Found it works great for wrapping up wounds, but if I need it for other emergency purposes as well(wiring or kayak repair), it works well.
Keep your whistle on your vest. Pointless to have it in a hatch on the boat.if you have aVHF radio regulations state you have to have it on channel 16.
