Dude whooped a lone thief's ass for robbing him of hundreds and hundreds of dollars worth of tobacco.
There's an old concept in political theory called the "social contract." In it people give up certain rights (such as the right to punish criminals who steal from them) in exchange for the government taking over that responsibility. As long as the government is doing its job and dealing with criminals under a code of laws things work fine.
But when the contract breaks down and the government ISN'T doing its job then the contract is broken, and the result is that vigilantism rises. (Understand: I'm NOT calling these guys vigilantes. They were right to beat that robber.) People who can get no help from the law take the law into their own hands, and mob violence rises as the people cheer. That's where we're headed unless the police and prosecutors start doing their damned jobs and jailing these criminals.
