It is necessary for a large rudder on this particular configuration because of the two propeller at the front of the craft. Without the large rudder the craft has less maneuverability in cross wind conditions.

I like it! It has potential. I think that a canard at the front would improve stability at high speed, to keep the nose down. AND/OR make the props' angle of attack adjustable by the pilot in flight. I see a lot of speed being bled away by the nose rising too much. Ingenious design!
If you up the horsepower, then, add solid mounted SNOW skis to the front and pivoting snow skis to the rear, then, I can see a very good market in snow country! Also you might want to think of ducting the fans, (you know, safety sales.) As for the large rear rudder, you might want to think of two smaller rudders. Just a few thoughts for your consideration.
It's a boat. Every boat has limitations. Every knowledgeable sailor stays within the limits of his boat. Do you avoid canoes because they're unsafe in heavy seas, or would you just avoid using one outside of its safe parameters?

I remember when UH sold realistic, usable hovercraft designs. Too bad they've morphed into these unsafe, impractical monstrosities. I sure would like to build an old fashioned UH-18-or bigger-ship. Someday, maybe.
This is no ground effect vehicle because you blow from the props in front under the wings. It has a tendency to lift the nose so with more power it could even flip over. A ground effect vehicle has lift from its wings and a prop in the rear part.
This is an excellent design, very stable, it uses the Ekranoplan front thrust principle perfectly.
It gets around well. I like where the pilot took it among debris and up the rough beach, and casually transitioned back into the water.

All ground effect vehicles have droopy tail heavy flight that's why those in the know add a big lifting wing in the tail like Air Fish by widget works

This wig looks similar to Tandem Airfoil Flairboats but it isn't. This is a very simple concept, and cannot be compared

It's called PAR- Power Augmented Ram. Lots of WIGs use it.
This is neither a Tandem WIG nor a Hovercraft. If it has more velocity it will flip over. Be careful
