After playing around with spawn points and following many players' suggestions to farm common secret fish on the floating rocks in Outland, Nagrand, I discovered how to get them to spawn in a tiny little area each time. It seems that secret fish only spawn on the same plane as your character in this location. If you are in the middle of the air you will see them floating in mid-air. If you are on a floating rock, they will spawn somewhere on that floating rock. In order to minimize how far they will spawn thus never having to look for them, I found that parking on the smaller rock just below the larger one (smaller rock at 46.8, 58.0), waiting for the "splash", flying straight up about 100 feet on level with the large rock, and then flying straight back down will bring the secret fish into focus. It seems Blizzard created a method to make any secret fish that spawns close to your character invisible until you leave that immediate area. This is to minimize botting, I would imagine. Coupled with the fact that the secret fish "splash" happens every 25 seconds, this should make it easy to farm close to 144 every hour. Sit at the rock, wait for the splash, fly straight up, fly straight back down, and there will be a secret fish waiting for you every time.
