Those jump packs can only usually be used as a powerpack through a usb if there is one. When you plug the clips in, the little box puts it into jump mode (charges a capacitor?) and you usually have a minute or so to connect them and start the car before you have to disconnect the cables and start again. That might be what the beeping is - a warning that it has timed out.

I totally agree about blue being the worst colour gel coat for a boat my 1972 concorde florida ski boat which I'm restoring is blue and it's absolutely faded to White with a few patches of blue
It’s definitely a big problem with blue and red gelcoat, a friend of mine sent me this process: i did the following with my mastercraft G3 compound to get the oxidation then meguiar's ultimate polish then a coat of autoglym rapid ceramic spray. The autoglym rapid ceramic spray saves it fading and the yellow stains coming back as quick

Yep as @sgw8903 said....they rely on sensing a 12v signal/circuit before discharging..BUT many (inc my NORCO) have an 'overide' feature that allows it to effectivly become a 12v power supply.
If you look on the booster pack leads near the LED’s there should be a button that says “Boost” , if you press that, it will power the pump, but only for 30 seconds. The pack needs to detect 12 volts before it will supply a permanent feed.

@BoatzUK I'd get a cover on it, tarpaulin, or plastic sheet over a simple frame. My boat has a small solar panel charging a leisure battery, which could keep your pump working. You really need all the compartments draining into the bilge, so the pump can do it's job

In that order it might be appropriate spin away a name, for this white floating coffin, proudly carry the gentile name Penny. Penny might be short for Penelope and is believed to be a duck in ancient Greek. That it somehow is a tiny worthless coin used by the infidels in England is completely unintentional.

Use 'OWATROL' Gelcoat and Surface colour restorer, it works really well. By the way, red is the worst gelcoat colour for fading.
