I think bank should levy half of existing rental charges to the merchant . As promoting GoI digital India campaign , consumers should free from this and encourage to use plastic monney
it's a debatable issue as... suppose merchant asks x rupees for a commodity then it must be fixed whether the payment is either via cash or credit cards... on the other hand consumer knows the price is x so it also must be fixed for him or her ...so here the middle intervention is of bank... Now the question arises who will pay to bank for this transaction via card as both are indulged in the transaction (one is giving other is accepting)... rbi has proclaimed this to take from merchant rather consumer so that money liquidity should be done via card i.e to make cards more liquid...... this is the reason that why merchant refuses to take via card or charges extra for the transaction...... being a consumer ,i can't decide who to levy this extra charge let the rbi decide as it manages the monetary system of India...... so by rule Indeed the merchant is guilty but if we look ethically neither the consumer nor the merchant is guilty as merchant is compelled to do so. . . .but being an ias aspirant i must go towards the rbi circular law....
It's surely not legitimate because those machines attract more customers which maximises the profits of the merchants. So basically, they have to pay a very small fee for much greater profits and the consumer doesn't need to pay extra for they are already paying a ton of taxes.
As merchant point of views , merchant should increase the price of all products by 2-3% and if customer pay via cash they can give customer 2% cash back of transaction ,
