That tool has changed my life! It's a Park Tool WH-1; for a workshop setting I'd argue that it - or something similar - is a must!
The soapy water stayed on the workbench unless I missed something? Home gamers like me would probably use it to help recalcitrant tyres seat. Likewise as I don't have to turn them round as a money making (or subsisting?) business, I usually whack a tube in a newly taped wheel and leave it at lots of PSI overnight to make sure the tape is properly stuck.
Definitely more than subsisting 😂!
Mr Editor seems to have missed out on the soapy water yes: apply around the beads just before inflation for exactly the point you make above.
You can see the soapy water on the setup during inflation 👍🏻
