    I think when adjusting the budget the game takes account of all changes. So when you put the generals and KGB budget down to 0, then increased them, it registered "Oh we've been completely defunded" and that meant Bad Things at the end. I think maybe instead of setting them to 0 then increasing you might be able to just set the amount you want them to have and apply that. Go from 40 to 60 rather than 40 to 0 to 60, if that makes any sense.
    Never seen this game before so I might be wrong, just that I noticed your general and KGB loyalty dropped after you finished adjusting the budget in the final turn and when the general budget went to 0 the text "There will be consequences for this" appeared at the bottom of the screen.

      I think I don’t do this game justice since I performed very terribly, probably need to familiarize myself with the game systems a bit more.
      I’ve also got Ostalgie and Mao’s Legacy and would like to play through these eventually as well.

      @@CairnEnjoyer I'll tell you a secret. A person can be rehabilitated even after his death, by reviewing the case and dropping the charges.
