I don't know if your using a contractor, but if you are you need to get rid of him because laying the plumbing pipes in the foundation before you cast the slab is basic knowledge and all contractors and formans should know this. If he didn't know this, it is a big red flag and I would suggest you get rid of him before any more mistakes are made which will cost you in the long and short term.
Please whoever it is get rid of him to avoid a disaster coming. Am not a builder, but this is very common. Everyone knows about this. Do not accept any excuses no matter what.
I hope that damp proofing was done at this level. Where I am we use BRC , Steel and damp proof for the foundation and then damp proof again for the first stones on the foundation again.

Thanks for the ideas, but we actually got a new maison to help us do the right thing even though the harm has already been caused.
