you could probably make your own pretty easy. Just find expressions on anime/art, and copy / paste it to word. You could also add details on what the emotion is. Pretty easy.

Is there any computer software that makes the SAME as you doing? i mean.. the traditional way.. drawing on computer or drawing tab and calc ?... Flash does not works like this.. it just copies the frame, i don´t want, just want to draw every frame like hand method, but on computer... Thanks.

The artist in the video is drawing on an artist table/Drafting table. That's the term I personally know it as. 😄

TVPaint is what I use.
