On August 14, 2022, an officer conducted a traffic stop on a vehicle after observing its brake light out in Menomonie, WI. The driver possessed a strong odor of intoxicants, glassy eyes, and slurred speech. After several tests and a PBT, it was determined the driver was not safe to drive. During the arrest, the man claimed he was a city councilman. He would frequently intimidate and threaten the officers’ jobs due to their decision of his arrest.

Did I hear him say he works out every day? I am 50 years gym person who ran a gym for a while. He is 50lbs overweight at least and has no muscle tone at all. But that is the least of his problems. This is embarrassing seeing him think he's smart by watching his mouth for the most part, looking for jurisdiction loopholes, and worst of all name dropping and asking for differential treatment on bases of civil status and contacts.
As a city council member he knows what the police are up against. To threaten his job because he's breaking the law is disgusting and he should be fired.

A city council member is elected not hired. He can probably be removed by the citizens - or maybe by the rest of council for an ethics violation .

His lawyer Ryan J. Moertel sent the following statement:
"Mr. Lucas Chase has been accused of Operating While Intoxicated as a 1st Offense, a non-criminal traffic infraction. This is merely an accusation, and he is presumed by the law to be innocent unless proven guilty to a reasonable certainty by evidence which is clear, satisfactory, and convincing. Our investigation into this matter has only just begun, and we hope everyone will refrain from judgment until such time as all of the facts of the case have come to light.”
Mayor Randy Knaack didn't know Chase had been drinking when they spoke and believed Chase was reaching out to him for advice on being pulled over. He also said Chase did not ask for any favors. Knaack went on to tell the public that no one is above the law, and that anyone in that situation says things they will probably regret later.

Reading the news article, the mayor said he was not told by Chase that he had been drinking. So the mayor told him to walk home after the traffic stop since he didn't have his insurance info.

We had a city councilman that had like three duis in 1 year and every time they found some technicality to have the charges dropped. The police themselves were the ones who were protecting him.
On his 4th DUI it was a state trooper who pulled him over and instead of letting the city cops have him the state trooper took him into the county where he was finally charged and found guilty of DUI.

Relatively speaking, 29 isn't that old and is apart of the generation that watched computers, internet, and smart phones grow into what they are now. We (I'm 30) we're the first generation to use these objects at a young age and have grown with them throughout our lives so downloading an app isn't that hard for us. However, someone older might find it difficult because they weren't raised with the technology and were already "old" (no offense intended) when the technology came out.

I love how right after the mayor hangs up, and Lucas tells the cop that his boss (the mayor) was on the phone. Literally, the cop was like, "Okay, great, so would you like to do some field sobriety tests to make sure that your safe to drive home?" LOL! You do know charges and citations can be dropped later on, pending follow-up review. It’s more than likely what happened being friends with city senior management. We don’t know the court outcome with lawyers, jury, etc.

Correct, charges can be dropped or amended per a review of evidence (a legal method) or as a result of undue political influence (highly illegal but not out of the question.) Do you have evidence that undue influence occurs more than 50% of the time? That is your claim right, that it is more than likely that because of his connections his charges will be dropped. (It's a rhetorical question, I know you don't have evidence for your claim.)
@@montythebugman6308 the mayor's son in my town shot into a group of people at a bar in the industrial district and gout out of jail next day and was charged with disorderly conduct. 2 people were injured and didn't hear anything about it on the news.

@@joshuafox2216 I agree that it could happen but I highly doubt it would in this situation,given the fact that the entire stop and interaction was audio and video recorded and with how easy it is for someone to do a FOIA request for the video and with how fast this kinda thing gets out there on the internet,I don’t think the Mayor would want his name anywhere near this case and would stay as far away from it as possible. Even if the Mayor went through back channels and used other people to help him get off to keep his name away from this,it still wouldn’t change things,cause if the charges were dropped or he got off with a very lite sentence,people will still think he got help from the Mayor somehow,especially with how much he kept saying he’s good friends with the Mayor during the traffic stop.

Something like this happened once in a small town I lived in (different state) and the cops and courts alike handled it *completely* different... it was a different state official, and the open container case went away because she was caught cheating on her S.O.
Multiple appeals were made to get the body cam footage (or even just the audio), but the court said, "Naw, she's one of ours so no can do bucko"

The Mayor released a statement saying when he was on the phone with him, he didn’t know he had been drinking. Also said that no matter who you are, you must follow the laws.

The power trips always remind me of an encounter mom had at work ages ago. Senator asking if they had a public restroom, she said no (because they did not and per corporate they were not allowed to let people in the back room to get to the employee one for safety and theft reasons). Dude’s aid goes “Do you not know who this is? This is a senator!” I’ll never forget her response because even the senator’s expression showed he got a kick out of it: “Nice, congratulations on your career sir. The nearest bathroom is next door. :)”

Yes, TOO 'by the book.' When will cops learn to STOP acting like robots and computers and start acting like human beings? Would it have hurt the cop to put his hand on the man's brake pedal and show him the non operating brake light? This would have diffused the entire situation. That is called 'community policing.' But no. This cop made every excuse under the sun to NOT do it thus aggravating the councilman more and more. I think these cops do it on purpose to create a situation. I mean, the left light WAS out. We can see that in the video. So why not just show the man?
@@sillyseattlecat Well, in MY state, we have a 'three strikes' law. Once you get your third DWI, your license is revoked for life. So if you are caught driving under the influence after that, the penalties are VERY severe and can, and usually DO lead to jail time.
The first is like you state' 6 month loss of license, sky high insurance rates and some pretty severe fines. The second is a 2 year loss of license, heavy fines, even higher insurance rates, surcharges on your insurance and can include community service. The third includes all of the above plus the permanent loss of license for life. It can also include jail time but usually does not if there is no accident, property damage, giving the cops a hard time, etc.

The sicko's doling out justice usually wait til 5th or 6th DUI/driving while suspended,after someone or a family is killed by the drunk driving menace before doing anything about it,mainly due to public outrage,when they're a$$ is in a sling. So many violent crimes are committed by thugs with half a dozen violent felonies and a rap sheet a mile long over the course of a couple decades when they should've been locked up years earlier.

This police officer is the bomb! Awesome job Officer. Wise enough to not take the bait and experienced enough to let the verbal threats go in one ear and out the other.
His lights clearly didn't work as evidenced by video. The stop was good. The cop playing by the book without fear or favour was absolutely awesome. Good to see officers who respect their oaths.
His body cam is on so of course there is no fear. The only fear would be not doing his job properly as he will get fired. I bet cops let politicians like this off back in the day before cameras and breathalyzers were around to hold both parties to account.

I must share that I am extremely impressed that this entitled individual is an elected member of the highly coveted city council of Menominee, Wisconsin. His political influence must reach the highest levels in the geographical region of that area. I really hope that he holds back his fury at the next city council meeting and doesn’t terminate every person’s employment that was involved with extremely inconveniencing this individual during his completely unnecessary traffic stop and conviction of driving under the influence. I hope that the community was able to still function during his absence. I’m sure that his buddy (the Mayor) is having the remainder of the city council work twice as hard to fill the vacancy of his position until he can return to his rightful place in the hierarchy of the powerful position he holds. I’m still wondering how the national media was not on top this situation when it occurred. I pray that his influence falls short of reaching the Milwaukee metropolitan area where I am located. All I can say is “WOW” what a volatile situation this could of been if it would have not been handled correctly. Guess that I should start figuring out how and what to send this unappreciated public servant for a peace offering.

That was nothing, the basement dwelling councilman merely mentioned it was going to be an interesting council meeting, which it certainly will be. I've watched alot of code blue's videos and the officers are very respectful and helpful and supportive to even people who have had multiple run ins with them. I think Noah was the guys name that was on this channel 3 times one of them he got picked up at his house and decided just to surrender and get the help he needed ( hopefully he did) the officers worked with him so he could have time to say good bye to his family and even arrested I'm around back of the house as to not make a spectacle of him being arrested
