One problem tho. You forgot that the nomad loves to run out of fuel. It's intakes don't work. The Titans intakes do work.
I have to totally agree with you on all winners. As for the Titan, I always come back to it. I have over twenty ships in my fleet, and I find myself flying the Titan (a starter) all the time for various things. I love it.

i started with a Pisces C8X starter pack and it was a great ship for the beginning but at least i upgraded it for the Titan because that´s just a great looking ship with place and good firepower... The cockpit entrance is a great thing aswell.
Regarding your "Best Overall" I think you got it a bit wrong. And not because I have a favourite or that my idea of best might be different either. 😉
I always advocate matching the ship to the pilot. The best for one pilot might be terrible for another, so it's important to assess how the player wants to operate and how they control these little starters. A pilot who loves to visit outposts and operate as a courier while avoiding combat will have a few suitable options in the "park at the stairs" category, while another pilot who wants to dive into mercenary work will be better matched to other ships entirely.
One thing is the C8X Pisces and 100i can be retrieved from the platinum bays at outposts. Im don't know if there are any others.
Personal Choices for your categories;
Budget - Aurora LN (if only because it has a bed and it can later be used as a free snub/runnabout for bigger ships whereas the Mustang dont really fit in much at all yet, otherwise i thing the Mustang is a better experience in flight)
Combat Capability (in current mastermodes where interdictors are king) - Avenger Titan (it is the ONLY starter with the interceptor ballancing other than the 100i series, giving it a HUGE advantage in combat now)
Most Versatile - Nomad (you can fit a Fury, ROC miner, or just a crapton of cargo in the rear, it has interior space for days, it has a bed, good shields, technically good weapon capability... it is easilly the most veratile under 100 bucks)
Best Overall - Avenger Titan (it is just so fraking good, and unlike the nomad [even though the Titan is less versatile] it FEELS good to fly. Its a classic, and almost always tops these lists for good reason. I think it will only get better as it eventually will get a goldpass to bring it up to modern standard, but for a ship you can STILL RIGHT NOW get for a 56 follar starter pack durring invictus with 120 month insurence, it is a no brainer to me.)
Look at that.. the first of these lists i actually agreed with... given your parameters/categories, absolutely agree on your choices. Not always for quite the same reasons, but either way, nice :)

I so agree that 100i is one of the worst starter ships out there lol.. (trust me I’ve played with it before for a few weeks)

In mustang vs Aurora I fund Mustang to be a better starter - if flies much better and has a cargo box that is easy to use- all you need early game for moving around, looting and delivery missions. You are also much more likely to enjoy it as a disposable/easy to call at any station shuttle after you get better ships.
I do acknowledge the choice is subjective and some people may either really like Aurora design or he fact of having an interior you can move in. As for bed, I do not find it that useful. It may enable yo uto abuse server swapping for looting caterpillar crash sites now, but will likely be less useful with server meshing progression.
Ill just add that the drake cutter feels like a good ship from an RP point of view. Its something you can easily see someone starting out as having. The syulen is also really fun since its so different from all the others. If style is a high priority, the syulen is great.
Don't forget that during invctus you can try out all these ships for free! GIve each one a test fly before deciding on which one you want to buy.
Titan still holds the Throne. However my first starter was the Mustang, which became a Cutty Black fairly quickly.
Not having an interior is a deal breaker for me as your main ship.
And once new players get a bit more comfortable they can upgrade that Titan to the Warlock variant have themselves a dangerous little pvp ship, which they will, conveniently, already be familiar with flying.
Great series but I wonder why you didn't review the Reliant Kore. IIRC, it was the first official "Tier 2 starter ship" . One of the ships where I feel that CIG's "Don't buy it for the stats but for the described role" was betrayed(for a lack of a better word.
This was a review of all starter pack ships. I will be doing all other ships as well.

After having put a lot of hours on the ship, I'd have to say that my opinion for best overall ship, best fighter. Is the Syulen
Space Penguin for the WIN! I've got a load of ships but the Titan is perfect for so many gigs, I fly it all the time.
as someone not combat oriented at all my heart says 100i and my brain is saying cutter, it kills me what a let down the 100i is for the price. I got a 100i in game and love flying it around, time to save up for a cutter to test it out, see which one I may upgrade my aurora to.
Bought both the titan and nomad, I prefer the titan but the Nomad is cooler.
I know it's tough to wait but when these starter packs come on sale they are that much better deal. I paid $76 USD for the Nomad in February, $56 for the Titian in March. That being said I definitely didn't wait for a sale for my first starter pack 🤣
I am sure there will be a starter pack deal for Invictus... Just checked the titan is back on sale and I would suggest that for any new players

The nomads exposed cargo bay is dumb. Its like asking someone to steal your stuff.
I chose the locomotive. It's so ugly that it's actually pretty. It's like a fat girl in the bar, at 12AM, when you're three quarters of a bottle of whiskey deep. 😂
I would still buy the Syulen, just because its alien and very unique.
I’ve got one, I’ve flown it a few times, but that’s about it. It’s definitely cool looking, but I’m thinking I might CCU to something else.
I still love to walk inside of that thing. I never owned one but I’ve stolen a bunch when it first came out (the lands were littered with them) and I really enjoyed flying it. I didn’t find it to be as wonky as everybody said.
Honestly the Syulen I find to be my favorite daily driver. It’s not the best at anything, but it flies great, is spacious, and looks awesome. Not much can beat that!

I had this ship and loved it but it is the most useless starter ship.
For me, the Cutter is on 3rd place overall and on first place for budget.
I find the Syulen to be useful for a few reasons. While it's limited to 1 SCU boxes, it can carry 6 SCU overall while being gold standard (fully physicalized with weapon racks), it also has an amazing QT fuel tank for extreme distance traveling with pretty decent fire power and a great set of missiles. While also having that alien touch lol.
I too love the Cutter, but she flies heavy and her weapons are lacking. But dang is she BEAUTIFUL.
