When I was a kid I thought they were meant to be a couple based on the fact they were the main characters of the same set. Watching it after I got older I realised it was nothing like that, and that their relationship is purely platonic.
Although I think for a lot of people it's an aesthetic thing. Cowboy and cowgirl makes more sense in their heads than spaceman and cowgirl, because people forget these characters are toys and are (for the most part) well aware that they are toys.

There three types of ships
1. Canon- its official in the movie, fandom, series example: Ron x Hermione from harry potter
2.Non-Canon(i dunno what its actually called so imma call it that)- its not official or its made up by a fan. Example: Lavender brown x Seamus finnigan from harry potter
3. Crack ship- its not official and its person shipping this does not know weither they are brother and sister or in the same family. And/or this ship is very cringey. (No offence) you can literally ship anyone in this ship. Example: two random people you see in a store who look like they look good together.

Woody and Jessie is definitely a crackship thing because I think they're probably related. And since we don't have any footage from the Woody's Roundup show within the Toy Story Universe except for that one clip in Toy Story 2 which doesn't even show Jessie. We literally don't have enough Canon information to say if the Woody's Roundup Jessie and Woody dolls would be together if they're even considered toys and are alive because it's Pixar.
Cuz we know from the subsequent Toy Story movies that Woody is like the only Woody toy that was ever made. And it really wasn't even intended to be played with it was just a Master Copy for what was supposed to be the release of all the Woody dolls.
We are given no behind the scenes footage of the Woody and Jessie puppets from Woody's Roundup to know if they were alive like the toys or not

The whole point of the story, and one that everyone misses is that it is not a love story, it is a story of two feuding families and some dumb teens that get caught up in the mix, ending the feud (although in my personal opinion, I doubt that peace lasted a week. The families immediately started competing, promising each other bigger and bigger gifts to show off how generous they were compared to the other. It won't be long before somebody draws a sword.)

Well, for once, they don't act like siblings (I know because I have a younger sister. Also, that dialogue ' She is like a sister to me ' is very forced). They also have really good chemistry (both in the books and the movies), like to spend time with each other alone (Harry, while remembering all his good memories (in the 7th book, when he is going to face Voldemort) about his friends, recalls a memory of Hermione when she was alone with him while the other memories (including Ginny) were quite public), they have always been there for each other through every situation (even when Ron separated from Harry during GoF due to jealousy reasons, Hermione still believed in Harry completely) Hermione thinks that Harry's kissing should be more than satisfactory (that awkward scene in OotP after Harry comes to the common room after kissing Cho. She also has a very ' brisk ' and ' business like ' tone when she discusses about Cho with Harry), both of them like to give their best around each other and feel guilty if they can't do it (in OotP, Hermione gets confused and a little disappointed that Harry couldn't become the prefect alongside her. She also struggles to see Ron's achievements in order to become a prefect. In fact, Harry was disappointed in himself to let Hermione down. Draco ' touched a nerve later on '), they understand each other very well. There are many other reasons that I can go on about. I have read all the 7 books atleast 3 times. Anyway, these are some of my reasons for shipping them.
P.S : I don't negate the fact that Ron & Hermione do have some unresolved ' tension ' between them but their relationship would be very unstable in the longer run and be a lot of pain for both of them.
