The Chao Garden being kawaii cafe makes me think that they cannot use cheese, and resultantly wouldn't use Cream or Vanilla. If they did, Cheese would probably be a plushy she gets from the Chao Garden. We also need to consider that they're more likely to introduce characters that drive the plot. Logically speaking, they are more likely to introduce characters such as Silver, Blaze, Rouge, Omega, and maybe Tikal given the rate of the story so far. The only reason I could see them including Cream, is for the purpose of Sonic learning how to look after kids, because these movies are about growing up.
If Cheese shows up, that means the chou exists outside the Japanese chou garden.

Realistically, based on what we're seeing, he's probably the head of the Metal Sonic Hive Mind.
I think regardless of who shows up, I agree or would like to believe that Sonic 4 will be the moment where we go off the rails on who can show up in the future.
I want Rouge the Bat, E-123 Omega, Cream the Rabbit, Cheese, Team Chaotix and Neo Metal Sonic. And Black Doom for the Spinoff TV Series of Shadow the Hedgehog.
It depends though cause I think Sonic 4 will be based off Sonic CD and Sonic Heroes so we might get Team Rose and then they might save Rouge the Bat and E-123 Omega for the Shadow Spin Off

@mt32boi45 Honestly, yeah. For a movie, the worst thing you can do is throw in too many characters at once, that's more of a T.V. thing. though I would say Shadow is still likely to be kept in the movie, given his plot connection to Metal Overlord.

I hoped Amy's age in the Sonic 4 movie is changed because her being younger than Sonic around 12 does not at all make sense in the context of games til SEGA decided it was not appropriate for the character so it was taken out because of it

I think they need to just do the Shadow spin off first which can introduce Rogue, Omega, and Black Doom.
Maybe even season 2 of the Knuckles series and actually make it good and about him this time. NO WADE! They can introduce Team Chaotix.
Then the 4th movie can possibly introduce Cream and Big as a small limited role as they all team up against Metal Overlord. A combination of Sonic CD and Sonic Heroes. No need for Eggman but will gladly take him if Jim Carrey is down for a smaller role this time.
Save Silver and Blaze for Sonic 5 and introduce Mephiles and do a Sonic 06 type story.
