Unfortunately, he is passed the age range to play Bond -- he will be 60 in December. The age window for an actor to play Bond is mid- 30s to early 40s. The actor needs to be young enough so that he can play the character for at least 10 years. Not to mention, the actor needs to be able to do the stunts during that time period.
Actually, Ralph was in consideration to be Bond after Timothy Dalton; he met with the producers to discuss it but in the end, the producers went with Pierce Brosnan.
