The firemen should have sued Tiff. That’s the only way they will get paid.

The thing is she knows it's all coming from the Village and Twp. not her pocket. Just some sort of restitution at the end of the day.
That's why the lawsuit needs to be against her... and no one else. The relief can be ordered from her personal assets.
