Legal age to drink is 18 in NZ. Kids start hosting house parties at 13 and I know others threw parties younger. So you'll have 14-15yr old girls turning up to house parties dressed like 21+ yr olds. And after a house party shuts down, its common for the kids to walk the main streets where all the nightlife. So there are times even as early as 3am you'll see drunk 15yr olds dressed like adults stumbling along the main streets amongst actual drunk adults.
