I checked with EB on who has to pay this amount...and they said the user of the eb line has to pay..For ex you have two lines and one is used by owner and one is you renter. So if you have CC deposit on your line, it is your responsible to pay the amount. It is not a advance or refundable deposit, it is usage charge for excess that is used then expected during the connection.
