I've never had cats (my parents are very allergic) but from what I *do* know, the executive producer may be so interested in your scissors because of the mirroring thing that cats do, it might help if you got her her own pair of (fake, not-sharp) scissors for her to play with while you cut things

I craft dnd terrain and whenever I have to paint foam I coat it in a layer of modpodge first and then spray paint it. You can also mix black paint into the modpodge first if you're planning to make it a dark color. Modpodge and then spray paint is what I would have recommended for the pool noodle situation.
