I get a feeling a huge part of why Homelander likes him is he doesn't talk. Every time Homelander is just listening to someone he looks like he's having the worst time. But it is literally impossible for him to be in a situation like that with Noir, which is probably the moment he feels the most confortable with anyone: talking with a person who can physically never talk back to him.
