The interview was with the commissioner, the Jeff-hate instructions were from the local police union, as far as I understood. There's plenty of stories of well-meaning commissioners struggling against the rotten unions, since protecting officers from charges/trials is what unions see as their core function, while a good commissioner cares more about practical results and/or image of the force within the community, both of which unions aren't concerned with.
Two things:
1. One of their own was killed right before he came. (kinda kills the mood)
2. He associated and condoned people who called the police "murderers".

Like any type of collective, there are both healthy and rotten ones. With US police unions, though, from the information I have soaked up, the "gang"/"rotten" characterizations fit.
