What's style are you rocking?
Ya hate to say but people are just going to still play a dps and just change there role as a tank. That's just how 98% of the eso community is doubt it will ever change either.
Hey if that's what they wanna do then that's fine! They're missing out though. Tanking is a lot of fun.

Let’s say one doesn’t have any trial gear for tanking and doesn’t have dlc dungeons; what’s a good replacement?
Torug's Pact is a good, craftable tank set. Be sure to use infused weapons with the Crusher and Weakening enchantments to get the most out of it. Plague Doctor and Orgnum's Scales are both good for bumping up your health or health recovery, helping to take the pressure off the healer. Fortified Brass may be Clockwork City DLC, but it's craftable, so a guildmate or friend may be able to do it for you. This adds tons of resistances. Powerful Assault can be obtained in the Imperial City sewers, and allows for valuable damage buffs for allies.
For your monster set, you can run Lord Warden Dusk. This is from the Imperial City Prison dungeon, the dlc for which is now free. Engine Guardian is also a great option.
