I put paste on mine because there was paste there from the factory. If yours doesn't and you're sure it hasn't been repasted before, I'd keep it free of paste.

Check out the Honeywell PTM7950 phase-change thermopad is more thermally conductive than the best paste.

I didn't have thermal paste on the small horizontal rectangle below the vertical rectangle. What is that area? Does it need thermal paste?

You can roughly follow the steps as a guide, yes. Specific disassembly steps definitely vary.
