Tried Tandy in Canada. They said I can’t buy a Cobra 4 with EPS.🙁

That would be a special order from Tandy and they probably don't know how to order it. I'm sure that you can order it direct from the leather machine company. They have a toll free number you could call them and find out.

How do you put the eps devise on the machine ?

The EPS system is part of the motor. If your motor is not equipped with the feature then you would need to replace the system.
