The film was trying to ground the character in reality and explore issues and situations that could happen in real life, rather than following the comic book version exactly where venom is just portrayed as an overly violent and excessive villain Who is hostile to random people without motivation. The choice to use a normal human voice for the character and not make him excessively violent was a deliberate decision to make the portrayal more relatable and understandable to audiences hell if venom was always supposed to have an outer world voice like an alien should to it’s host then why didn’t it ever change the voice on Peter? In this way, Topher Grace's Venom was effective in achieving the film's goals.
I think Todd wins off the fact he barely needs any final touches when it comes to his Venom voice, his voice is made for Deep growling sounds, making him perfect for it, god just look at that 10 second clip of him saying “We are Venom” just gives you chills
