Because those are their homes... Private properties. People have rights... Some of the families living there probably have centuries of history in that community. And you want to move them so that tourists can take pictures in their homes and defecate in the streets in peace?? The rights of local residents (citizens of Korea), are more important than the right of tourists to cause a nuisance. It's a residential neighborhood. Not Disneyland. Preserving Korea's living cultural heritage is more important than the comfort of some ill-behaved tourists.
