Capt is right that attacking mexican forces in this costume would cause issues... so leave the costume. Doing what is right should come before nationalism for capt and for this reason he sheds the red, white, and blue in the mcu. But here he isn't willing to do so here, even just temporarily. He could also just send one or more of the other avengers, but again, he isn't willing to do so here.

Actually, there are several MCU tie-ins: The version of Uatu that showed up in episode 5 is the same as the one in "What If?"; not the comics version. And this version of Ross sounds like the same one in "What If" as well. "What If" is considered Canon to the MCU.

There's 60 years of comic book lore they're pulling from.the marvel characters in this show have appeared before any mcu was thought of. 10 times out of 10 they're referencing things from the comics storyline wise.
