Oh, and the bird goons were from a later season - I think they were Lord Zedd's goons, but it makes sense to fold them into Rita's forces to give the game some enemy variety.
Bulk and Skull did in fact wear suits in one episode. It was an episode about "trying to identify and overcome your biggest weakness", focused around the Green Ranger (who for this episode and this episode only, was very forgetful so had to address this). Bulk and Skull accepted that their biggest weakness was their entire attitude, so at the end of the episode they rocked up wearing full tuxedo style suits, possibly with pocket watches or monocles or something? They claimed they had just been to the opera, and brought a gift for their teacher. She knew they were full of shit and asked them to open it, and indeed it was full of foam or glitter or something.
