I don't think this represents how much Qui-Gon cared for Anakin so much, as he believed that he was the Chosen One to rebalance the Force. He Needed to free him to train him as a Jedi.
This version of the dialogue feels like it came from an unreleased radio drama of The Phantom Menace, similar to the ones made for the Original Trilogy.
These prequels have a lot of plot problems, and this is one of them. Due to the special circumstances, it made no sense that the Jedi Council wouldn't have freed Shmi. It's true, they can't just swoop in and free all the slaves on Tatooine (the Hutt's territory), but they could simply have bought Shmi's freedom from Watto. She couldn't have lived on Coruscant because that would put her too near Anakin, but the Council could have easily used their vast contacts to arrange a decent job for her in a safe household on a safe planet -- maybe Alderaan. It would have completely changed Anakin's future storyline, but it would have made sense, whereas what the Jedi Council did (or didn't) do doesn't make sense.
Qui-Gon would've probably done something for her too if he didn't die on Naboo or if they weren't in a hurry to get to Coruscant. The other Jedi weren't so flexible.
The difference is 1 Watto is adamant on keeping Anakin for his value to Watto which isn’t quite as clear in the final cut scene in the movie. And 2 is the added emphasis on Quigon settling for saving Anakin, if he originally asked for the wager to free both slaves. He gave up pretty quick in the final cut scene in the movie, here he tried arguing for it, settling for Anakin because he was the priority if Watto only let him take on of the two. It also shows more of Quigons character saying “Both or the bets off.” This was a better version of the scene, they should’ve used this.
I don't think that's true. By this point the jedi were already completely tied in political/government affairs of the republic. To my knowledge Tatooine was not in their jurisdiction, and it likely would have caused conflict with the Hutts. The jedi were powerful, but not free to do as they peased without consequences.
They didn’t have the authority for that. Back in the old republic days maybe they could have since the Jedi were a lot more independent back then. Here their authority is very tied to the Republic. So if they did take an action like that it could be like a declaration of war from the Republic to the Hutts.
Qui-Gon tried to free the mother and when they left it was heavily implied by him that his plan was to come back and free Shmi. Too bad though that in the actual duel of the fates, good lost out and Qui-Gon never got the chance.
I think that it works...See in the final film, it kind of makes it a bit too easy because Watto has a gambling problem. By having Watto refuse at first but still interested in the bet, going back and forth but adamant that Anakin isn't up for stakes, it shows that Watto was still thinking and considering the potential loss he'd face if he loses the bet. _However,_ the point of this entire Pod-Race segment is that Gambling is big in Mos Espa and Qui-Gonn is here to take advantage of that. This shows that while Watto is shrewd, he still has a _compulsion_ when it comes to gambling.
So let me tell you how stupid this all is. Please correct me if Im wrong. They bet. Qui wagers racer. The flying pig wagers Anakin. Ok Qui wins. Qui gets to keep the racer and he wins Anakin. Now Anakins mom owns the racer. Couldnt she buy her freedom with the racer. Also Anakin won the race, he must have received prize money. Prize money plus the racer should be enough to buy her freedom. But nope, die in slavery. Edit: correction, the prize money went to the ship parts. But they were still left with the racer. I'm sure they could have bought the freedom of the mother if not with the racer, then if they added everything extra they had available for the trade, perhaps salvage some ship parts from their starship which were not super necessary to make to their destination.

This also heavily adds to the original implications that JarJar was secretly manipulating things and acting goofy on purpose to throw everyone off.
This the first mistake the Jedi made by freeing him and not his mother then taking him away to another planet for training.
