I don't think its illegal to not stop at the customs/immigration office. I have crossed numerous times with no issue in Mexico or returning. And there are crowds of pedestrians, and cars that do the same. I am not a lawyer and this is not legal advice. They want everyone to bring dollars and spend. I did cross once without immigration stamps in Tijuana, and traveled to the southern border at Belize. They didn't like that. Cost me $20 to get out of Mexico. But that doesn't happen returning to the US.
Mexico never stopped tourists from entering Mexico. They just took your word that you were there for 'essential business.' They're desire for tourist dollars was greater than their desire for health and safety.

This is as of a month ago. Did they not question about COVID and stop you from crossing for tourist reasons???
