DECtalk have been providing their services since 1984 and are one of the original synthesis engines that is still used widely today. They've had almost 40 years to perfect how grammar is translated.

Excellent tutorial. I saw they also allow you to create a custom voice. That is a fabulous bonus. Doesn't look cheap though.
