Your Key Performance indicator are wrong kindly make them quantifiable e.g % of farmers suppylying food .....secondly its not advisable to quantify your outputs as you are suppose to quantify them when defining your KPI

"Number of" since we are dealing with a small number, it is advisable that we use % when an interventions foci is on large number of people or things!!
