This is very informative. I would like to seek clarification between RBM&E and Results Based Management ( RBM) which of those is a tool of the other? how do the two relate?
The two focuses on results (depending on the results you have defined). RBM can be more intentional for managing the activities of the program, project, policy while RBME can focus on the entire results. So RBM can be a tool of RBME

I work in an Organization that a quarterly strategic plan is carried out and at the end of each quarter the plan is evaluated to know what is covered and the challenges faced.
Will the quarterly strategic plan give an effective RBM&E? (Feeling the time is inadequate).

Not necessarily because we are assuming you are putting your quarterly strategic plan "review" in the context of RBME. In essence, you are not measuring "results" but rather activities/challenges within the quarter. This we can refer to as a type of evaluation for adaptive management - developmental evaluation (some call it adaptive monitoring/evaluation)
However, if your quarterly reviews are also planned towards measuring the final results(goals) defined for your organization, one can still say its an effective RBME.
In all, intent matters ie why are you doing your quarterly reviews.
