Yup, The Sherriff is the highest authority law enforcement official in an area. While federal agents can investigate and enforce federal laws on their own, they cannot enforce State or Local laws. Too many movies seem to suggest that federal agents trump the authority of local law enforcement, and that simply is not the case.
They can investigate federal violations without even notifying the sheriff though even the sheriff themselves. Federal law can superceed State laws on occasion and even vice versa in some cases..they are not adversarial though unless the Sheriff is criminally corrupt or in fiction

If federal agents interfere with local authorities investigation they can arrest federal agents for obstruction of justice, and interfering with a police officer. The movies where the Feds walk in and flash a badge and say "We're taking over" is not the way it goes. The Declaration of Independence states that rights are "Inalienable" because they have been "Endowed by their Creator" It is not specific as to who or what this Creator is however it is capitalized in the original text. This was done specifically so that the more religious would go along with it without establishing any preferred religion. It is not unreasonable for a (presumed) Christian to believe it refers to the Christian creator deity. I'm pretty sure, since he wrote most of it, Tommy J wouldn't have an issue with that particular interpretation (or any other Theistic one for that matter.)
