Forearm crutches are for balance. Since you are putting your whole body weight on it, the little metal pins could fail and you'll fall on your face... is more of safety I assume.
Its to make it longer inorder to be more stable and comfortable to wear/move around in for longer periods of time. If you left the crutches as is, when walking with the back stilts, your entire back would curved like an arch. With the added length you can stand more upright making the costume significantly more comfortable and stable.
I'm not sure how workable that would be. You can try to glue it to itself to see how it works. I recommend that you find a foam store that will ship to you.
I don't even care that you made this 7 years ago its so helpfull and I want to make this with my dad for Halloween

Is there a reason why you put the dowl In the crutches. What if I leave the crutches like that and just have them extended?

Not a problem. The front crutches are fully adjustable, the stilts can be built to fit and the foam sheets are easily trimmable.
How much foam do I need to buy so you said 1 inch thick but what's the length and the width roughly please
my local foam store sells them at 76 x 82".
Am i able to use a yoga mat? Where I live getting a foam sheet is almost impossible

You can use Super 77, or Spray 80.

Yes, you'll need to shorten the upper stilt board so the calf cuff is the appropriate length.
i dont know alot about this stuff what is a dowl and could i use pvc pipe for crutches?
a dowel is a cylindrical piece of wood. You could try to use pvc but its not recommended.
