If it was that simple....not everything is by the book.....how about they have been there for years...lightest workload ever...been fully trained...even asked to be head chef before I took the job...she didn't want to do the work ...but she felt she wanted the glory and attention and benefits....its nobody's fault she wanted to stay in the job she was in.....supposed to work....basic feedback....did all the change work ...HR didn't want to fire her because she made it to work everyday... even if her attitude was bad and she undermined everybody...

You’re right. Communication is no longer the issue once someone shows you over and over again who they truly are. Complacency and comfort can ultimately lead to someone being actively disengaged. When that happens, that person is causing harm across the organization and needs to be removed. One of the things you’ll notice across all the videos on this channel is that we challenge bosses to be clear about the changes that need to occur in an employee‘s performance and to give them the tools and support they need to change. However, when it becomes clear that that person is incapable of the change or unwilling to try, separation is the only remaining option.

A year is enough for someone to find the balance. Time to let go off Janet.
